Overview of the most important stuff:
As a child Ned discovered that he had a strange gift to bring the dead back to life by returning his dog, Digby, to life after being hit in traffic. At the time he did not know the conditions of this power.
Later , When his mother suddenly died on the floor of the kitchen, Ned used his gift for the first time on a person. Having left his mother alive for more than one minute, someone else had to die in her place. In this case, it was the father of Ned's childhood friend and forever crush, Charlotte Charles, or "Chuck."
When Ned's mother kissed him before bed that night, the second touch also returned her to death. His mother gone, Ned's father left him at a boarding school, promising to return but never doing so.
As an adult, Ned owns an eatery called "The Pie Hole," that serves pies exclusively which he bakes himself, and has a side job of unofficial criminal detective work using his power to solve murder cases with his partner, Emerson Cod.
On one of such cases he raises Chuck, his childhood crush, from the dead, and keeps her alive to live with him. They end up falling in love.
Personality:
At first Ned was curious and slightly amused by this power that he just now discovered, bringing flies back to life and so forth. However, when his mother died, he found out more about the consequences of resurrection; that another has to die in the place of those who live again, if kept alive for more than sixty seconds. The knowledge that he had accidentally killed Chuck's father would be a source of guilt throughout his life, perhaps even more so than the re-death of his own mother, because he was not responsible for her original death.
Within a short amount of time, Ned lost his mother, killed the father of his best friend, and had his own father leave him at a boarding school to never been seen again. This has affected him in major ways.
Ned very obviously has some issues with abandonment and social relations due to his past history. He fears becoming close with others, because of them always leaving his life. This even extends to physical closeness, as his power of resurrection comes from touch. He has trained himself to be very "hands off" because of what damage he might cause. When someone comes into his personal space, he often shies away nervously. He may also shove his hands underneath his armpits and hike up his shoulders when he is stressed. Because of this lack of connection and experience in the word, he can appear naive or child-like at times.
He limits his connections with other people, and tries to keep a calm and structurally regular environment. Ned is by no means adventurous, and hates surprises - good or bad. In order to keep his world unexciting and under his control, Ned will sometimes hide the truth or outright lie. He does this to protect himself from changes in his environment, and most importantly his interpersonal relationships. For example, the incident surrounding the accidental killing of Chuck's father has left Ned with a tremendous guilt. When Ned revives Chuck from the grave, he dodges the issue or lies several times to avoid the topic, even when questions are directly asked.
His fears of being left alone again shows up in his relationship with Chuck. He stretches the truth by saying that angry mobs with pitchforks might come after them, and convinces her that it would be best to stay close and limit her activities away from The Pie Hole. When she moves out of Ned's apartment and into Olive's next door, Ned has a difficult time accepting the change, and worries that she will leave him. He has the same fear in other situations such as when Chuck shares an innocent cup of coffee with another man.
What he really wants is to feel safe and loved, which has been difficult to achieve since the death of his mother. Since she had a fondness for baking pies, Ned found that just the smell of pies baking helped him feel more secure.
In fact, he uses this as a coping mechanism, going into a baking binge when he is stressed about something. This is one area where his resurrection power comes in handy, since he can make rotten fruit fresh again at a touch. Unfortunately, this means he cannot eat his own pies (as the food would turn rotten in his mouth), but since he mostly enjoys the smell, he has no problem with this. He also will bake with fresh fruits when available and eat those instead.
Despite his difficultly with the social, Ned is actually a kind and sensitive man. He cares about those closest to him, even if it is difficult for him to show it. A quirk of his is to feel that there is always a "perfect gift" for an occasion, and obsesses about finding it. He also makes an attempt to win over Chuck's father by baking a cake for him when he says he doesn't like pie.
His kindness also shows through with his respect in dealing with the dead. He refuses to call them undead, and prefers the term "alive again." As a partner in detective work where he helps solve murder cases, he often revives victims to find out who their killer is. As this is a regular occurrence, he does not generally fear dead bodies and can handle (though somewhat uncomfortably) various types of horrific damage to the deceased, as he mentions that his "threshold is very high" to Emerson during their first job together.
After bringing Chuck back to life, Ned finds he still has feelings for her from childhood, and begins to open up with her. It's a slow process, but through Chuck he learns to be more accepting of some small changes in his life. For example, it was a major step for him to accept her idea of "cup-pies" to add to the menu at The Pie Hole.
Towards the end of the series, Ned has even learned to accept his own gift of resurrection as something positive instead of something bad and to be feared. He admits that "pretending to be who I'm not is a recipe for disaster," and has a somewhat improved self esteem.
By this time, he is more able to let out emotions such as annoyance or mild anger when under stressful situations, whereas in the past he would clam up and retreat into his kitchen. This is shown when an incident involving the revival of Chuck's father occurs, and Ned argues with him about his relationship with Chuck and what is best for her.
One of these difficult changes was being able to admit that, while he endeavored to put Chuck's happiness before his own, he was not doing so. His fears had prevented him from letting Chuck go out into the world, by lying to himself and in turn her about what would happen. In the end, he allows her to be seen by her aunts and go out into the world.
It is important to note that while he is making progress with accepting change, that does not mean he acts on impulse. These are baby steps, and compared to the average person Ned still desires control and familiarity to see him through the day. This is particularly true when he is separated from Chuck, who is the reason for his progress and his source of strength.

When Olive called out sick, he figured it was just a tiny ripple of inconvenience that everyday business owners had to deal with. It was a Wednesday. Not many people ate pies on Wednesdays, and he knew how to run The Pie Hole by himself. It was his place after all.
These days he would usually have Chuck with him to help, but she had gone to spend some time living with Lily and Vivian again now that she was out to them with her "alive again" lifestyle.
Emerson wasn't around either, not that he would have helped run the restaurant anyway. If anything he would be a distraction, asking Ned to work on a case with him and flex his magic finger muscles. Though, truthfully, the pie maker would have just liked to see a familiar face around.
The fact that Olive, Chuck, and Emerson were not around today were small changes - tiny insignificant changes - and he thought that just maybe for one day he could be okay with that.
He was wrong.
For some reason, the place was packed. None of them were regulars either - was there some sort of convention nearby? It would explain the rush, and Ned certainly felt he needed to make some sense of it in his mind. If he could wrap his head around something unusual, and rationalize it into something acceptable, it would be much easier to do what he was supposed to be doing.
When the last of the cherry pie ran out, that was when he panicked. Ned stammered out apologies to upset customers, wishing they would not be so angry about pie. Pie was a warm and happy thing, not something to be angry over. He retreated into the kitchen next, wanting very much to give in to his desire to kick everyone out of the restaurant and start over for the day. However, he knew he couldn't do that.
Ned took a deep breath to clear his head. This was something he should be capable of doing, unexpected rush or no, but most of all he needed to do it for Chuck. She believed in him, even in his most pitiful moments, and Ned had no desire to let her down. He wanted to show her that he was okay with her leaving to spend time in Coeur d'Coeurs... and most of all he wanted to show her that he could be the perfect boyfriend. He wanted to be that for her above all else.
Glancing out into the dining room, Ned checked to see if anyone had an immediate need. For the most part it looked like they were all happily eating pie. Then maybe he had time...
Quickly Ned grabs ingredients here and there from the kitchen, sneaking into his side room once with the rotten fruit that he could touch life and flavor back into. It was a win-win situation wasn't it? When he was stressed, baking always seemed to sooth him, and right now what he was stressed about was lack of pies.
